Can I water new sod under Calgary's watering restrictions?

Calgary now runs a permanent, year-round outdoor watering schedule under the Water Utility Bylaw (40M2006), approved by City Council on April 28, 2026 and in effect since April 29. New sod isn't held to it — but the exemption only covers what it actually says, and it isn't an exemption from the outdoor water restrictions the City can declare, so it's worth knowing exactly.

The regular schedule

Every established Calgary lawn, unless exempt

That's the schedule your established lawn follows once your new sod has rooted. Enforcement is education-first — the City says bylaw can fine for infractions, but education comes first while people learn the new schedule.

The new-sod exemption

Newly laid sod is exempt from the regular schedule for its first 21 days — you can water it on whatever days and times it actually needs, which in Calgary heat is often twice a day for the first week or two.

New seed gets 45 days; newly planted trees and shrubs get 5 years. All three are described on the City's own schedule page as “always allowed” during their establishment window, separate from the regular 3-day rotation.

The City's published guidance doesn't describe a registration or permit process for claiming the exemption — it isn't something you apply for. The practical version: water new sod on the schedule it needs, and keep your install invoice as your record of the date if a bylaw officer ever asks. That's the same advice we give every customer at handover.

What counts as "new"

The clock starts on your install date — the day the sod actually went down, which is also the date on your invoice. Twenty-one days from that date, your lawn moves onto the regular schedule for its address, whether or not it feels fully rooted yet.

Most Calgary sod is well-rooted by then if it's been watered on the schedule we hand every customer.

If Calgary declares outdoor water restrictions

The 21-day exemption is from the regular schedule. Outdoor water restrictions are something else: temporary, more restrictive Stages 1 to 4 that the City uses during droughts or emergencies, and while they're in effect they temporarily replace the regular schedule. Sod laid within the last 21 days is treated differently at each stage:

Seed sown within 45 days and trees and shrubs under 5 years old sit in the same row of the City's table. Breaking a declared restriction can bring a fine under the Water Utility Bylaw, higher at Stage 4 than at Stage 1. Stages come and go with the water supply, so check the City's current stage before you water: the City of Calgary's outdoor water restrictions page says what's in effect.

Does this apply in Chestermere too?

Not the schedule. Chestermere buys its treated water from Calgary as a regional customer, but the City of Chestermere says Calgary's year-round lawn and landscape watering schedule isn't a restriction, so it doesn't apply there.

Restrictions are different: under its regional servicing agreement, Chestermere has to adopt the same restriction stages as Calgary whenever Calgary enacts them. Check the City of Chestermere's current outdoor water restrictions directly before relying on any exemption there; we won't guess at rules that change with the water supply.

If the 21 days run out before you're confident it's rooted

Move to the regular schedule for your address and watch the lawn, not the calendar — a light watering outside the schedule during a genuine heat event is a bylaw question we can't answer for you, but a lawn that's visibly still stressed at day 21 is unusual if it was watered properly from day one. Common questions about watering restrictions and new sod in Calgary

Do I need to apply for the new-sod exemption?

The City of Calgary's published rules don't describe an application or permit process — it isn't something you register for. Just keep your install invoice as proof of the date, the same way you'd keep any receipt.

What happens if a bylaw officer asks about my watering?

Show the install date — your invoice works. The City's schedule lists sod as exempt for a 21-day establishment period, so the exemption is time-based (21 days from install), not something that needs pre-approval. It doesn't cover a declared Stage 3 or 4 restriction, which has its own rules.

What does the new-sod watering exemption cover?

Just the newly sodded area. If you're topping up one section of an established lawn, only that section is exempt — the rest of the yard still follows the regular schedule.

Is the schedule the same for a sod replacement as a new install?

Yes — the exemption is based on when the sod was laid, not whether it's new construction or a full lawn replacement. Either way, the 21 days start on your invoice date.

Can I water new sod during Stage 3 or Stage 4 water restrictions in Calgary?

At Stage 3, only by hand: the City allows sod laid within 21 days to be watered any day or time by hose with a spring-loaded type nozzle with automatic shut-off, or a hand-held container such as a watering can or bucket. Sprinklers and irrigation systems are not permitted. At Stage 4, watering new sod is not allowed. Stages 1 and 2 allow any method. Check the City of Calgary's current stage before you water.
